NYC Local Law 84 - Greener, Greater Buildings Plan
All buildings in New York City over 50,000 square feet are required to submit an annual energy benchmark. Covered buildings also include two or more buildings that total over 100,000 square feet and are on the same lot or under the same condo board. The first benchmark report is due to the city on May 1, 2011. A summary of the law is below.

PL&P or ASHRAE Level 2 audits offer two different approaches to a facility's energy use based on ASHRAE 90.1 standards. They are used for both benchmarking and to develop potential energy conservation projects.
Public Light & Power (PL&P) audits consider all aspects of a facility and present operational improvements and upgrades for your consideration.
ASHRAE Level 2 audits are similar to PL&P but offer a greater level of detailed analysis and are considered the gold standard of energy audits. They can be used for two points for LEED accreditation (LEED-EB Credit 2.1, Option B) and are part of the PlaNYC process as well.
Both types of survey identify all appropriate energy conservation measures for a facility, and perform a financial analysis for each measure.
In addition, ASHRAE Level 2 audits will include changes to operations and maintenance procedures and perform full building energy calculations to meet stringent ASHRAE standards.
